Writing: ability to communicate clearly; Reading. 5: Thoughtful, perceptive observations about the texts you selected. 4: Comprehensive and thorough comments about the texts.

The committee sought to gather impressions and systematic data on the functioning of the NRI from knowledgeable constituent groups through three mechanisms: a survey, interviews with former NRI chief scientists, and formal testimony of NRI stakeholders. As a first comprehensive effort to assess the functioning of the NRI, surveys (see appendix B) were mailed to deans and directors of land.
